How do I unlock dream suite in ACNL?

I started playing animal crossing new leaf maybe 3 or more years ago but i recently discovered the dream suite. I do not yet have it and I don’t know how to unlock it. I’ve been mayor for over 3 years, I’ve done several public work projects prior and I always play while connected to the internet. I have been visiting town hall everyday several times a day in hopes to catch her sleeping but it hasn’t worked? Please let me know why if you know
