Why do enemies spawn again?
I just started playing Sekiro Shadow Die Twice. I played all Dark Souls games and I know that when you die or rest in bonfire enemies come back to life but I know the stories and Theories behind this.
What is the reason in Sekiro that enemies come back to life again? There's an undying person at temple but I think that's different from others isn't it?

It's more likely design choices (not officially lore-specific, like @senpai mentioned) to make sure players cannot go back and forth from the bonfire to clear the whole map without worrying about HP.

It's just for the sake of gameplay, just like how the Souls series of games did it. There isn't an official lore-specific reason why enemies keep respawning when you rest at a bonfire either, it's simply the way the game is designed, and given that Sekiro is also from FROMsoftware, resting at a Sculptor's Idol doesn't have a lore reason behind it.
