How can I make sure each team has at least one player in it? [on hold]

I'm trying to make a Capture The Flag game and I need to make sure there is at least one player on each team before the game starts. I am trying to prevent a situation in which one team would instantly win without any effort, because the other team has no players, eg. it has no defense against attackers.
