Minecraft: Keep player from falling

I'm working on adding some custom tools using commands. One of them I'd like the player to "fly", but after some research, I decided to try and settle for just allowing the player to freeze its y cord. I've tried tping the player up just a little bit to counter gravity, but counld find the right amount to keep the player at a constant level. I have also tried using effects such as levetation and slowfalling. On levetation, using 1 for an amplifier was too much even if the effect wasn't at a constant. Slowfalling seemed to have no differnence with an amplifier of 1 or 255. When I looked into it, there was a post made on the minecraft bug site with a response that they don't support effects achieved only by commands. I've heard about putting a barrier under the player which would be ok, but I dont know what I'd do about lava and water.



If anyone has any ideas, or if I missed somthing really obvious, please let me know, thanks!
