japanese game issue(inputting name)

Recently purchased winning post 9 for the pc, had gotten it for ps4 before this year with no issues but for last two years I cant seem to input a name using Japanese ime. its perplexing me because im stuck at that screen. im pretty sure im doing everything right. any help would be appreciated. I will link to a video of what it does in a few minutes. making it and uploading to youtube shortly. the issue is it says it needs to be full width letters but they are full width, driving me crazy. should mention you have to play it via steam
